Static web sites are typically created in a way that has no or very little interaction with the visitor, and once text, images or graphics are placed within a page, they will not change without the designer, or web master going back and physically changing them.
Static web design is easier to design or redesign then a dynamic web site. Static sites are typically sites where you are trying to give the visitor an overview of your business, products, or even news & updates. These pages are great for small businesses, organizations, schools and individuals who want to begin to form a web presence.
This type of design does have its upsides and downsides. The major upside is that it is easier to design, which means that the amount of money you would have to spend would be far less then that of a dynamic site, (this could also be used as the framework for a developer and a future dynamic site). It will also give you a good idea on what type of productivity and response you can have from moving into that next realm of dynamic sites by your visitor’s reactions.
The downside however is that when you have major changes from a business standpoint, or a product standpoint then the amount of updating that might need to be done, or actual new creation of pages could cost you more then you were hoping for. Remembering that hiring a web master for a yearly contract could be expensive if you update once or twice but paying an hourly rate for a full update as mentioned above could cost as much as the original site did in the first place.
