Webmaster:

The webmaster will typically get confused with the web designer/developer and for good reason. Most large corporations that run internet sites have full time web developers who also act as a webmaster, but a smaller business who does not have the internal components you have to be made away of the differences, otherwise you might be stuck between a rock and a hard place.
     
Typically you will hire a web designer/developer to either design or redesign a web site for your business that consists of static web pages and a developer to develop database back ends for a more complex site. However, you must be aware that you are typically hiring them for just that, the development of a site. This does not include the maintenance for that site. Your web master is the person who will keep you site up to date as new information or data becomes available. There are a few different types of webmasters:

In House:

A company will hire an employee whose sole function is to keep the web site up to date. This is most effective for companies whose sole purpose is to run their business though the internet. For those smaller companies, the cost to hire an employee would be not be cost effective.

Hourly:

A company will pay a webmaster an hourly fee to update information as it comes in. This might be the most effective way for a smaller static web site in which updates might be quick and easy, but as your business grows and you begin to introduce database back ends, the time it will take to make those updates could take hours which might cost the company more then they had budgeted, as the average price for a web master to work on such sites are $100/hour.

Yearly:

A company will have a yearly contract with a web master for a flat rate fee to keep the information up to date. For the smaller site this would be more costly to a business, if there are going to be minimal updates per year. However, for those sites who might be updating on a monthly or quarterly time frame, as well as those with database back ends this type of web master would be the most effective. You are paying a flat fee, to have a webmaster complete all required updates in a year no matter how long it takes.

The key to remember here is that there is a difference between designer/developer and web master. A web master will typically not redevelop more pages, they will solely update those in existence.
